Initially, Cobra Commander doesn't really give the person at the pier a second thought. There's always people around here and almost none of them are really worth paying attention to. If some...judging from the outfit, some tourist trainer wants to visit the piers and look at the ships, then why should he bother caring?

Wait.

On second thought, maybe he should care because at least one of those ships is almost guaranteed to be carrying something for Team Rocket. And with the recent breaches of security, both his staged one, and that apparent real one, all he needed was for this woman to see something out of the ordinary and for the higher ups to blame him. The odds of such an event weren't very likely, but why leave it to chance.

So Cobra turns around and in his best attempt to sound like a real police officer and not a Rocket pretending to not be a Rocket while also pretending to be a police officer on the side, addresses the random stranger, “Excuse me miss? Do you have any business in the area?”

He's doing his best not to hiss, and the scarf he's wearing despite the temperature outside, muffles his voice somewhat, but it's still fairly recognizable as Cobra Commander's voice.
