It's a kimono! And this one has a cut which only folds into a tight form for buyo dancing when tied correctly. I'm not stupid enough to wear one strictly made for buyo for an event like this.

[She, indeed, is pretty proud that she can untie her kimono a bit herself- and very quickly, because frankly, it still makes her paranoid. The bottom of her kimono now fans out like a dress, though, and doesn't look... much like a kimono.
