Apparently people are randomly returned to their home worlds. There's a rumor that there's another way to do it, but nobody seems to have accomplished the conditions required for that, so it's entirely unsubstantiated.

You train creatures known as Pokemon so that you can defeat the eight Gym Leaders in battle. After that, you have to challenge and defeat the Elite Four. The last point appears to be what's stopping people.

Really, it's not that difficult as long as you catch something half-decent. Once I did, absolutely nothing posed a challenge to me.
