Emmy smiled at the waiter who approached her table, gently insisting that her friends would be joining her soon. She'd decided not to come with Kimblee, in the hope of catching Lightning arriving before him; perhaps if she didn't present such a united front with her Rocketeering friend, the PGC leader would be more inclined to relax. Emmy was aware that she'd made some foolish mistakes recently, particularly engaging Seth on the rooftop of the Goldenrod City Department store, but she'd paid rather dearly for that. It wasn't like she was trying to purposefully sabotage the movement, anyway! She was just trying to help!
Frowning slightly, Emmy leaned back in her chair and gazed out the window. What on earth could Kimblee want to tell them? She would've been perfectly happy without a repeat of their meeting in Olivine, since the first one didn't exactly end well. But he'd sounded like it was urgent, so what could it be? The crowd outside Sprout Tower had been massive, so she'd contacted Kimblee and Lightning to let them know the new location.
Behind her chair, her Gallade stood to attention, watching every customer at the cafe (not that there were all that many; Emmy had chosen the location well) with his arms folded behind his back. Well, as best as a Gallade can fold his arms, anyway.
"Ralto, you really don't need to be here; I'm perfectly safe with Mr Kimblee and Lightning! Besides, I can take care of myself."
The look her Pokemon gave her was not exactly all that positive. Huffing, Emmy crossed her arms and stared furiously at the tablecloth, as if it had personally offended her.
"Well I won't be fighting anyone on rooftops today, if that's what you're worried about!"

For another...ghosts. He'd had far too many experiences with ghosts recently. He didn't need any more, thank you very much.
He had expected Emmy to be there early, and he isn't exactly surprised to see Lightning already present by the time he arrives; a smart move on Emmy's part, if he's reading it correctly. He glances the Gallade over as he approaches the table; Ralto, no doubt. He remembers getting the distinct feeling that the creature didn't care for him much, back in Emmy's apartment; he isn't exactly bothered by the fact that it's apparently going to be here for this discussion, but it's adding another factor, something he'll have to be mindful of.
His hand drifts back to waist-level, as though ensuring that the Pokeballs he carries are, in fact, still latched onto his belt, beneath his coat; it's a quick motion, one that doesn't draw too much attention, but it's reassuring just the same. If this goes badly...
...well, there really aren't any options. It just won't go badly, simple-as.]

First of all, Miss Farron, I would like to make it plain that nothing I'm saying to you is offered as a threat - merely a warning of things that I know, and events that will come to pass whether you choose to believe me or not. Preparations have already been set in motion; however, I can't act on them without drawing attention to myself.
That said, there is at least one thing that I believe you have very good reason to be worried about - but before we get to the event in question, there are a few things to be established first.
For the sake of reference, I've received a second promotion. This has put me in position to access classified documents, and it's also allowed me further access to my superiors within the organization. As such, I believe I have a pair of names that you may find of personal interest to you both: specifically, the individual responsible for your poisoning in Olivine City, Miss Farron, and the name of the anonymous individual that's been troubling you both - the one that's been calling himself Seth.
Am I correct in assuming you have no information regarding the identity of either party?

Nor does she trust any intel that comes out of his mouth right now, but she doesn't ask how he knows about the poisoning. It did end up on the network, after all, and there's no point in distrusting that. She tilts her head, trying to appear nonchalant when she's anything but, glancing at Emmy from the corner of her eye. Will she be able to fight on if it's someone they know? Hard to tell..]

[He pauses for a moment; readjusts his hands. His voice remains calm as he speaks, however; there aren't any signs of nerves there.]
One of our operatives by the name of Ivan Braginsky was assigned to Olivine City on the day of the incident. He was to be conducting surveillance on the target he had been assigned from that list of names that was beginning to make its rounds at the time; a special assignment was put out once it was learned that you were in the Pokemon Center in town. I can assure you that it wasn't an accidental poisoning, nor was it due to simple human error; it was a direct attack, caused by a mixture of poison from what I believe to have been a Seviper owned by the officer who issued the order in the first place. I can secure information on the toxins used, should you desire something more specific or wish to research further on your own.
Unfortunately for interrogation purposes, Mr. Braginsky is no longer in Johto; however, there are witnesses that can place him within the city itself, and I can send you documents at a later date, should you require evidence of both his participation in Team Rocket and the orders that were issued. It will take some time, but it can be done.

Of course. I'll get any documents I can regarding the poisoning to you as quickly as possible; it's just a matter of not arousing the suspicion of the man who ordered the attack. I can assure you that he, at the very least, is still in Johto - I've no doubt that you're aware of his presence, actually. He tends to like working with large amounts of poison, and he's hardly subtle in how he goes about it.

As for Seth...before we begin, I must ask you - what do either of you know about the higher-ranked officers within the organization? Obviously you're aware of both Archer and myself; do you know of anyone beyond that? We aren't the highest-ranked by a long shot.

...I know the Team is headed by four leaders; 'executives', apparently. I don't know anything about them other than that they're the driving force behind everything Team Rocket does. Are you implying one of them is Seth, Mr Kimblee?

No. I figured there was someone giving you orders from higher up, but we don't have any intel on them, either. [she frowns, deep and dark. She's not liking where this going, having come to the same conclusion that Emmy did. It's rare that commanders take the field, and bad when they do. This won't end well.] But why would any of them bother with doing things like that themselves when they have the entire Team at their command?

I believe I told you in the past, Miss Farron, that I'm a former military officer; I previously held the ranking of Major. For my last tour of duty, before my...resignation, I suppose you could call it, I was assigned to the front lines of a rather brutal conflict; those within the government referred to it as a civil war, but what it actually turned out to be was genocide. It's an experience I'll bear with me, in the form of both scars and memories, for the rest of my life.
I tell you this because I was familiar with many above my own rank, because at the time my faith had not yet been shaken in my country's leadership and I was destined for great things, back then; as such, I was able to witness their actions firsthand, on and off the battlefield. And I can tell you that there are two types of commanders that take to the battlefield of their own free will: those who have to, and those who want to. The latter set is infinitely more dangerous; they were heavily favored during this war of ours, due to the nature of the conflict.
I've seen enough to know that that's the sort of man you're dealing with.
[He's addressing both of them, but he manages to keep himself from glancing at Emmy too often at certain points during the explanation; he can't afford to throw out some sort of tell if she has any sort of visible reaction.]
I'll gladly give you both more concrete information on "Seth" - obviously not his real name, though I'm sure both of you were aware of that - though I would like to ask you what information you're seeking, specifically, for the sake of giving you the most relevant points first. I'll tell you anything you want to know, should I have the information; what I don't have can be obtained.

His real name, to start with. Also, what exactly are he and the others after? What's the purpose of all the attacks they've ordered? Are they just after power and control or there something else?
[She's pieced together multiple theories, but that's all they are. Theories. She needs hard proof and she's going to get it, one way or another.]

From what I understand, the organization itself seeks power for power's sake; bluntly put, they want to rule the world. What they do with it has yet to be seen, but I'm actually going to take this desire for perpetual war to be a good sign overall - I realize that that likely sounds like a strange or unwise decision, Miss Altava, but as frightening though those sorts of worldviews are, they also imply aimlessness. It implies a lack of concrete plans; a lack of concrete plans implies a lack of timeframe. What "Seth" is doing for the time being is trying to get the region under control by using fear to paralyze it, or at least slow down any attempts at meaningful opposition. Terrorism, basically, in a region that's more or less unprepared to handle such a thing.
However, these "Executives" don't seem to have any sort of end goal in mind. They want to control the region, leaving behind the implied question of "Now what?"; they want to make the world their plaything and have no idea what they'll do with it once they have. This sort of aimlessness is unpredictable and they shouldn't be underestimated, but in several ways it undermines them as a threat and indicates that they haven't been specializing in any one plan of attack - there is no giant weapon, imminent biochemical warfare, or artifact intended to end the world or sacrifice everyone in it. It's simply a very immature, basic desire for power.

In her desire to be more of a reliable member of the PGC, she's started taking proper records of just what Team Rocket has been doing, so she can see if any links or clues pop up.]]
There's also the problem, however, that this rudimentary desire for power means they're unpredictable. They don't have any one goal in mind so it's tricky for us to puzzle out where and when they're going to attack next, and why. There hasn't really been any consistency to their attacks; they've used poisons, bombs, they've assaulted both well-known citizens of Johto and random civilians, they've been obvious and discreet...it's all over the place. I still don't know why they destroyed the Lighthouse, although I can guess that was just to terrify everyone. That seems to be their goal; just....terror.
[[Sighing, Emmy places her notebook on the table and crosses her arms, pondering. What she wouldn't give to just be back in Misthallery, investigating the Spectre. That seems so much simpler in hindsight, not to mention safer. She'd even take a ride on the Crown Petone.]]

With the intel Kimblee's already given them, that leads Lightning to one conclusion. One that's just a little more important, in her mind, than getting concrete information. That can wait for a few minutes.]

I can get you both a list of those attacks that were carried out by Seth, and those that were initiated by other members of the organization. Perhaps then we can begin to analyze patterns; I know of most, but not necessarily all - I'll need to check facts on some of them. Meet with me at a later date, Miss Altava, and I'll be able to get this information to you, to be relayed on to Miss Farron, should I not be able to carry that out myself. I've made Seth a bit of a personal project of mine, especially now that he's targeting you in particular; I would prefer not to potentially draw attention to myself if anyone should notice that I'm meeting so frequently with the leader of our opposition.
[The sense of "however" is thick in the air; he returns to addressing the both of them, once that's out there.]

He's using the tournament as cover. There won't be many people here with it being in Vermillion, so he'll meet a lot less resistance.
[She looks at Kimblee, waiting for his response. He's the only one who can confirm or deny her theory, but dammit, all of this is making her wary. The fact that he's not telling them everything right away isn't helping matters any.]

...that and he's generally of the opinion that Lightning has very little room to talk about not being forthcoming with vital information. He promised he wouldn't storm out; he never said anything about not being extremely passive-aggressive.]
Exactly my point; as Miss Altava has pointed out, many people have entered - I'm entered in two of the brackets myself, as is Archer. I intend to keep an eye on him there, to ensure that he doesn't cause anything at the event itself - I've heard nothing about Team Rocket making a move at the site of the tournament, but I wouldn't put it past Archer to decide that he's feeling ambitious and wants to impress our superiors.
However, such a large number of people in Vermilion City leaves Johto wide open for attack. Sometime during the last few matches of the tournament, Seth intends to attack a large group of innocents - the order of monks residing in that tower you had originally selected as our meeting place today. He intends to seal the doors from the outside immediately prior to the attack; he isn't going to freeze them, as he did in Ecruteak, because that would defeat the purpose.
As usual, images will be broadcast to the network as a whole after enough irreversible damage has been done to the building; it isn't like before, where he was simply content to leave his victims unconscious. He's going to weld the doors shut, and if he isn't stopped at that point, he's going to burn the tower to the ground.

That and what he just said pretty much makes her forget his previous silence. For now, anyway. They have something much more important to deal with, and her knuckles turn white as she grips her elbows tight to not slam her hands onto the table. Think, Farron. Think.]
That's probably the idea, Emmy. Control people by fear, and they won't rise up in arms against you. [she exhales, shaking her head as if to chase the memories that brings up away. Forget emotions. Move on training and instinct.] Which means if we don't stop him before he gets a chance to burn the tower down, it's going to be harder to stop him the next time.
[If there's even a chance if he gets away this time. They can't let that happen. She needs more information, which is why she looks directly at Kimblee.]

[He shifts a bit then, reaching for something buried in his coat pocket somewhere; he pulls a PokeGear out, showing it immediately to Lightning - he wouldn't be surprised if she were tense enough to believe he's pulling some sort of weapon or one of his Pokemon on them, and he would really prefer to avoid any unnecessary escalation of conflict.
The PokeGear is rather obviously not his, given the fact that the usual access screen is missing trainer information and some of the options - it's a spare from the Pokemon Center, one that he's gotten the bare minimum functions working on and very little else.
He fiddles with it for a second, then lays the Gear on the table once the screen is displaying the image he wants; it's a picture taken in one of the labs, obviously shot off-the-hip rather than anything planned or properly set up, as though the subject of the image doesn't know - and he certainly doesn't seem to know, judging by his positioning, leaning over a machine in some sort. He's shown in profile, rather than full-on; enough of his features are seen for him to be reasonably identifiable, if one knew what they were looking for, but not nearly enough to be properly useful on any sort of notice. He's twisted just enough so that the red R on the front of the man's uniform is clearly visible, though, and the uniform itself looks differently-designed than the standard grunt uniform, and the man's hair - an odd green hue with a rather severe cut, like a pageboy that's been allowed to grow out some and curl in toward the front - is rather unusual as well.]
This would be "Seth" - also known as Rocket Executive Proton. His primary focus seems to be in science, overseeing research and development. Currently, he has an interest in both psychic Pokemon and some rather bizarre forms of human experimentation; if you recall a strange outbreak that occurred around July or so, in which people received odd powers - that was his doing. As our current head of the science division, he was one of the first to receive those sorts of abilities; I believe his were electrically-based. Those powers have since left him, however; they weren't permanent, despite the fact that he was directly experimented on.
He likely won't show his face; however, I can assure you that he will be here, during the last few matches of the tournament.

[[Emmy's demeanour seems to change as she stares at the photo, her jovial mood gone, replaced by an uncharacteristic sense of focus and seriousness. She doesn't take her eyes off that Gear until she's memorized Proton's exact features, everything the photo can give her; body shape, facial quirks, his strange hair colour. She has to know everything. Her hands curl into fists, the tablecloth sliding slightly as its bunched into them, but Emmy doesn't even notice.]]

However, she's not the only one with a bone to pick with this guy. Emmy gets a nod because there's no doubt about what they're doing to Proton when they find him, but Lightning then looks to Kimblee. Her eyes aren't quite so hard anymore, and neither is her tone. Is he starting to earn a smidgen of trust? It's very hard to say, but she can at least tone down on the sarcasm a little. He's earned that much because he didn't have to warn them. They could have walked right into this and he would have been home free in wherever he'd been before.]
Can this be sent over the network? There's more people who should know what he looks like before the attack goes down.

However, when Lightning speaks, he doesn't miss that shift in tone, nor does he miss the look in her eyes when he glances over at her; he stakes his existence on being able to read people, at noticing subtle differences, and this...this is a very good sign. He seems to relax a bit himself; his guard is still up, that much is clear, but at least the general air of superiority has calmed down, his tone lightening up a bit when he speaks.]
Of course - it would be prudent for now, however, to keep this information to those you intend to send in to counter the attack, and perhaps the others in your own organization. I don't doubt your judgement, but I would prefer to not show too much too soon; the Executives won't take too kindly to a public broadcast regarding their appearances. They'll begin to narrow down suspects; there's at least one individual in the science division that I don't want taking any sort of responsibility for this, and that's where the suspicion will start due to the nature of the image.

[[Pausing for a moment, Emmy looks up at him, her face shifting back to its jovial default. She's smiling quite brightly, however, eyes warm. This is an incredible amount of information, really solid information, and for a moment she's overcome with gratitude. She knew that Kimblee was worth talking to Lightning about! All that nonsense with his past was just that; the past!]]

Just because we can doesn't mean we will, Emmy. No plan survives first contact with the enemy. Especially one like this.
[And fal'Cie, they're going to have to plan hard for this one. She needs to call people back, warn others to stay away...it's going to be a busy few days. But they're not done here yet, and Lightning feels that Emmy's bright cheer is a bit early to the party. Still, Kimblee gets her full attention for now.]
