I think it depends on the pokemon! On the one hand, they know they're a lot stronger to start with - but on the other hand, they don't learn the moves naturally.

However, being born knowing something doesn't mean you have all the knowledge to utilize it to the best of your ability! I think training is still very key in figuring that out.
