Summary: Envy has had it up to here with people vanishing. He decides that the best solution is to cook up a semi-elaborate plot to take it out on the NPCs. Anyone in the area is welcome to come stop him.

Envy's been on edge for over a month now, ever since Other Father--his Other Father, who he'd finally accepted and then lost so quickly after that--had gone. And before that, so many other people that he'd come to actually care about, or at least consider friends, had vanished like so much smoke. And there's nothing he can do to stop it, nothing he can even direct his fury at. He can't take revenge on something that he doesn't even know what it is. So the tension and anger and fear have been building and building and building, and sure Kimblee and Archer have at least come back but that doesn't erase the rest.

When he sees the group of three Hikers in the Pokemon Center lobby one afternoon, clearly good friends, laughing and joking amongst each other without a care in the world…Envy finally finds somewhere to direct all that buildup. They don't have to deal with the disappearances, they don't have to be afraid of losing each other. Envy is suddenly as jealous of them as he ever was of humanity back in Amestris. He stays where he is, sitting on one of the lobby benches, and listens as they discuss their plans to set out for Route 45 that night. He's already formulating a plan of his own. After he's heard all he needs to, he goes back to his and France's hotel room to get a few supplies and to leave a note saying that he'll be out until the next afternoon. He waits by the entrance to the route until he sees the hikers pass by, and then follows them at a distance. Envy has no desire to be seen before he can pull this off. When he catches up to where they've set up camp, all three of them asleep and snoring, he sends his Teddiursa into the camp to collect every Pokeball they own and bring them back to him. Little Bear has gotten to be quite the accomplished little thief over the years, and doesn't have any trouble.

Envy waits until they're wide awake the next morning and searching for their missing teams before he finally strikes. The Hikers' only warning is the ear-piercing screech of an Aerodactyl as he dives out of the sky at them, Envy on his back. Envy has disguised himself with a full-face mask and a too-big hooded jacket to hide his hair and his figure. It's way too hot for the jacket, but Envy's willing to put up with overheating if it means he can't be identified later. The hikers dive out of the way, yelling up at him to tell him to watch where he's going. They don't get it yet, but they do once Envy turns his dinosaur back around and has him aim a Flamethrower attack at the ground alongside them. Indignation turns very, very quickly into fear. After all, they don't have their own Pokemon to defend them. Envy already made sure of that. They run, and Envy gives chase. It would be easy to hurt them, even kill them, he thinks as his Aerodactyl's teeth snap in the air above one of the fleeing Hiker's heads. It would be so damn easy. But the thing about doing this because of his people vanishing makes it hard not to think about those people and how they would react to this. So he grits his teeth and doesn't aim to hurt them, not even if he thinks it would be satisfying. Not that it stops him from hurting them psychologically. He herds them away from each other over and over, terrorizes them with fire and teeth and claws, tries to make them feel as afraid and helpless as he's been these past months.

Eventually he'd stop on his own, as he slowly realized past the adrenaline rush that this really isn't making him feel any better. He'd fly back to Blackthorn, ditching his disguise on the way, and leave the hikers alone with no explanation for what just happened to them. He'd even anonymously return their Pokemon the next day; it's not like he wanted to keep them. But it will be a while before that happens. It would be a lot better for these poor, innocent targets if someone stopped him first.
