The orders are pretty simple. Go in. Wipe out the Team Aqua and Magma Grunts. That's it. So there's not going to be any farewell speeches or anything like that from the Admins because they're of the opinion that you guys have totally got this.
And if you don't...
Well, don't worry about that for now.
Instead, just worry about getting to the nearest base and boarding a helicopter. After that, you've got a short (or long, depending on which base you're heading to) ride ahead of you to some islands in the middle of the ocean, inhabited by a bunch of Aqua and Magma Grunts who have no idea this surprise is on the way. So just do what you do best, Rockets!
And as far as the Admins are concerned what you do best should be to win at all costs. Anything less and well, that would just be an embarrassing return to the region for them. And nobody wants that.

Even if he doesn't like it very much. It's just been too long since he's worked for bad people and it doesn't feel right anymore. But that's something he'll sort through later. Now's not the time for that.

What do you know about these guys?

Not a whole lot. We ran into them last Halloween, there was this big battle between blue guys and red guys. These ones are the blue guys, their boss brought a big whale thing up into the mountains and it was shooting at a big Godzilla thing.
[Which makes perfect sense.]
They're gonna try to fight with watery Pokemon, I think. Fish and sharks and stuff.

I think the only way they know how to fight is with their Pokemon. And their sharks probably aren't trained to attack people, so they'll try to start a Pokemon fight. I can probably get to their roster balls and disarm them, but I think that's what they're gonna try first — they're not hitters.

He's going for the male grunt first, intending a quick knockout. If there's one thing Eliot is good at, it's hitting hard and hitting fast. Here's hoping these two are as slow as they look.]

As far as the other one, she's just confused. Where did this guy come from and does this mean she has to count all these rocks on her own now?
“Hey, what do you think you're doing? You can't just...sneak in here and start punching people!”
There. She managed to form some sort of reaction besides being confused. Also, she seriously means that last part. You're supposed to challenge them to a Pokemon battle, not go all Hitmonchan on them.
Parker's approach is completely unnoticed since one's not in any sort of position to notice that and the other one's still trying to comprehend that Team Rocket apparently just goes around here hitting people in the face.

Executing an ordinary lift frequently involves having some kind of distraction to act as misdirection — an innocent bump while passing by each other, a friendly poke to cover the abrupt lightness in the mark's pockets.
Parker is far from ordinary, and the fact that the female Grunt has her attention on her partner for at least one second is more than enough time for her to accomplish her ends.
"Her ends" being "relieving the Grunt of her roster and ducking back out of sight", naturally.]
