The orders are pretty simple. Go in. Wipe out the Team Aqua and Magma Grunts. That's it. So there's not going to be any farewell speeches or anything like that from the Admins because they're of the opinion that you guys have totally got this.
And if you don't...
Well, don't worry about that for now.
Instead, just worry about getting to the nearest base and boarding a helicopter. After that, you've got a short (or long, depending on which base you're heading to) ride ahead of you to some islands in the middle of the ocean, inhabited by a bunch of Aqua and Magma Grunts who have no idea this surprise is on the way. So just do what you do best, Rockets!
And as far as the Admins are concerned what you do best should be to win at all costs. Anything less and well, that would just be an embarrassing return to the region for them. And nobody wants that.

But assuming everybody makes it there in one piece, you'll find yourself at the base! Which isn't really much to write home about, but Team Aqua's Grunts are wandering around the base and definitely ready to deal with any intruders. Especially Rocket intruders who are looking to loot them or try and kick them out. They're not in the mood to deal with any of that today.
(frozen comment) WHAT YOU CAN STEAL
-1 Nugget or Rare Candy per Grunt
-1 of these or an Incense per Grunt
-1 Damp Rock per Grunt
-1 scarf per Grunt. They don't do anything, but man do they look cool!
-Various berries
-Various Pokeballs (Mostly of the Poke, Great, and Ultra variety. No Master Ball here, sorry)

His first stop though is going to be those computers. He leans over them and tries turning one on as long as no one's around. What are you working on, Team Aqua?

What's not business as usual is some stranger in a Rocket uniform using one of their computers. In fact, how did a Rocket even get in here to begin with?

It's not as convincing when he's not in armor... or backed up by anyone... but with his Pokemon he should be able to take care of them. That's why he volunteered for this base to begin with. Type advantages would not be kind to him with Team Magma.

Who the heck does this guy think he is? She'll reach for a Pokeball and bring out one of her level 41 Golbats. It sure is at a disadvantage against the Pachirisu on his shoulder, but she figures she's got this one in the bag anyway.
“Yeah, right. You Rocket dorks couldn't kick us out if you tried. This base is Team Aqua's and the only one getting ejected from here is you!”

So after zipping down from the helicopter, she dashed into the base, keeping up a quick pace while looking around. It doesn't seem all that impressive...]
The Rocket base is a lot nicer than this...it smells so salty in here...
[Well, regardless, she's here to do a job, so do it she shall! After testing one of those warp panels, Emmy has found herself in a boring room with nothing more than a door and some crates. How boring - she wants someone to fight! Time to nip out through that door, then!

Which is just how she wants it. Whether she attracts the attention of her fellow Rockets or Team Aqua, what she wants to do is get this over with as quickly as possible and get back to her friends. Preferably before they become suspicious.
But no one says she can't have some fun first. Gesturing at Talos to go faster, she snickers to herself as her Pokemon's heavy footsteps echo down the hallways...

Okay, she was probably supposed to say something threatening, but she wasn't expecting to see a giant metal crab tank stomping through the hall. That's definitely not an everyday sight here.

"Invading, of course." She answers coolly, pulling out a pokeball. "Typhon, deal with her!"
The ball pops open to reveal a roaring Garchomp, who stares down at the grunt with a wide open mouth showing off her sharp teeth, and a pair of narrowed eyes. She doesn't charge immediately, but the guard better get her own Pokemon out quick...

Comparing Garchomp to something is hard.So she's going to turn and start running yelling for backup or someone or something. Seriously, where's the boss with his Kyogre when you need him?
Odds are nobody's going to come help out since right now everyone else is busy, but it might be a good idea to cut off her attempts to draw attention to what's going on.

(The first thing she actually does, upon a moment of reflection, is to check and see who's here with her; this is a team setting, that's right, and she has both people to watch out for and people to support her now. Right.)
That said, being here at the base like this on Rocket orders isn't...quite sitting right with her, somehow. Of course she was at Tohjo on Halloween, and of course she remembers that Team Aqua had just as much to do with possibly ending the world as anyone else did, but even so...
It's...weird, right? Going after bad guys on a bad guy's orders? It's just...weird, somehow.
Maybe it'd be better to take this one slowly and see what it's all about first, before rushing right in to attack things like the organization wants.]

Even if he doesn't like it very much. It's just been too long since he's worked for bad people and it doesn't feel right anymore. But that's something he'll sort through later. Now's not the time for that.
For now, he's sticking close to Parker. Better figure out a battle plan first.]

Not a whole lot. We ran into them last Halloween, there was this big battle between blue guys and red guys. These ones are the blue guys, their boss brought a big whale thing up into the mountains and it was shooting at a big Godzilla thing.
[Which makes perfect sense.]
They're gonna try to fight with watery Pokemon, I think. Fish and sharks and stuff.

No, really, Ishimaru isn't entirely sure why he's here; he'd come because it was a good idea at the time, because promotions were probably something he should want to seek if he wanted to be at all useful in working against Team Rocket eventually, be...cause....

He's being followed closely by a Xatu who just seems interested in keeping up, while the Abra perched on his shoulder wastes no time climbing down his arm into the box, pulling out items and trying to hand them to his trainer.
But instead he just shakes his head and gestures for the Pokemon to leave the bulk of the stuff where it is.]

[Though he doesn't stop the Abra from pulling out one of the ropes, because goodness knows he could have used fifty after being stuck in a cave for the past week. They...surely won't miss one rope because good Lord.
He stops when he spots Ishimaru standing nearby, probably watching him for a moment too long before actually saying anything. When he does it's quiet, but pointed.]

Accompanied by his faithful (though not nearly as enthusiastic) Rocket starter, Slasher the Zangoose, Rideaux makes his way further into the base, pretty much seeking out Grunts to take on rather than taking the stealthy route. He doesn't feel like he has anything to fear, even if he has to take multiple Grunts on. From his experience, they're nothing compared to him.
He may have made an inaccurate assumption there, but that's Rideaux for you.]

“I don't know what you guys think you're doing here, but it stops now! Aqua Jet!”
Sharpedo sure is rushing down the hall at Zangoose.

Rideaux and Slasher don't bother slowing down from their running pace as that Sharpedo shoots at them. He gives a quick nod in Slasher's direction, and before the shark can barrel into both of them, Rideaux splits up to the side while Slasher faces it head-on.
"Close Combat!"
Slasher uses all of his momentum to deliver a powerful punch right into the shark's snout, his sharp claws digging at its skin.
In the meantime, Rideaux skids to a halt, now between the Grunt and the battling Pokemon. He can't help but smirk as he turns to face the Grunt.
"Isn't it obvious? We're taking what is rightfully ours. That means cleaning up the mess inside."
