Outbreak: The Explosions

Summary: The Pokémon Centers have been destroyed, and there's panic in the streets!

For the three cities in question, the picture painted is around the same. The Centers have been destroyed, completely and utterly demolished by... Well. They aren't sure. The smoke still lingers in the air, the building's rubble still hot and smoldering from the destruction. Officer Jennys have roped the place off, some of them investigating the crime scene, some asking eyewitness accounts. They're still not sure what happened, and they can't give answers to anyone who asked; all they're saying, all they're able to say, is that everything is currently being investigated and they will report the moment they can. Only a very few are being allowed into the debris; it's dangerous, but with enough coaxing and a good enough reason, they'll let someone look through it for a short amount of time. However, there aren't any answers that can be found to explain this.
The current News reporters are all over this. People and pokémon with cameras are asking anyone if they know what happened or had seen anything, trying to alert the public in both the Kanto and Johto regions that everything is okay and to come forth with information once they hear anything. They just try to keep from creating public panic, so they do their best as reporters to cover the story. It's not much, but it helps.
For the patients who were already in the centers, and for those who were injured further, they're currently being bussed or flown to neighboring city Centers for better treatment. For the Nurses who can still work and the ones who have come in, the three cities are now stationing tents for help. They can't heal pokémon--the machines were broken--but they've got blankets and bandages and a few potions to help out. The Inns are housing many of them for free for that night, and the next few nights to come until they can get some things worked out. The nurses are looking for volunteers, anyone on-hand and willing to help out with the people currently nursing any injuries.
But everything is looking somewhat grim. Until the police are able to catch who did it, the most they can do is investigate. Judging by the damages, they're not going to have the pokéCenters in these city for another month or two at least. They're back to square one.
Citizens... please, don't panic.
[The NPCs and normal citizens won't be able to give you any details on what happened. The effects are spreading across the regions now; strange symptoms are beginning to surface. This outbreak starts now.]

Nothing broken, but there's definitely blood and he can't think straight. Something must of his his head in the blast because that's where the pain is the worst, but there are other scrapes and cuts from what had to have been the impact with the ground. The placement is certainly right, but he doesn't seem to mind all that much. Or he just doesn't care, because he's now forcing himself to his feet from where he was on his knees. Injured or not, staying around is probably a bad idea. Especially with...well, there's only one question on his mind now.]

[He's not going to follow it blindly, but at the immediate moment, it seems like a decent idea. He's looking behind him, though; trying to get a look at what's happening there, what exactly is causing all that smoke and debris, and whether it's sensible to actually be running at all.]
[Of course, that's when he practically runs into Hitsugaya, not seeing exactly where he's going. The crash between them isn't all that forceful, all things considering, but Tulio still has to catch himself with his hands against the pavement in a somewhat painful skid before he can stumble to his feet again, still looking mostly at the ruins of the Center somewhat far off - not completely able to determine it as just that.]
[He does recognise the other person, though, when he looks back, but his mind is reeling a bit too much to place him - or apologise properly, naturally.]

What does he say, anyway? "Watch where you're going next time."? That implies that another Center is going to be blown up and that's worse than getting tripped over. In the end, is it even important?]

[Just going to get up now, ignoring his swimming vision and the fact that it feels like his head's going to explode. Definitely getting off the street, and hopefully before he passes out. Ow.]

[He makes a movement to help Hitsugaya up, but in the end he did that on his own, so Tulio remains uncertainly. He's many things, and sometimes definitely a jerk, but he tripped this guy and he doesn't look good at ALL, and something is going on over there.]
[He turns to look a second time, tense. Then looks back, drags a hand through his hair. Almost nervous.]

He needs to focus. Shake it off and focus. Not working like he'd planned, but...at least he's not about to fall over anymore. Nope. He's just going to make a face as he looks for a place to go sit. Preferably away from any further explosions.]

[It takes a moment for that to even register, and Tulio stops talking when it does. He grimaces, instead, and looks at Hitsu more thoroughly, seeing some of the desorientation more clearly.]

[And here he has a good idea, but is rather hoping he's wrong.]

Unless you count it being in rubble as standing, it isn't. Not anymore.
[One minute it was there, the next...it wasn't. That's the most he can say about it. He doesn't know what happened any more than the police do.]

[And you know what, that about sums it up, doesn't it? Tulio didn't trust hospitals back home, because being admitted to one meant you didn't come out at all, but he's learned that these are different. Has, obviously, utilizied the Centers more than once on account of his pokémon. Has had to be taken in himself, and he's still there.]
[-- and then he realizes that Hitsugaya is bleeding, and the fact that there's no Center is a little more immediate. He rubs his neck, then walks to follow the other.]

He's just sitting on that bench now and holding his palm against the wound on his head to stop the bleeding. Is he what? Okay? Worried? He doesn't know where his travelling companion is and that's worrisome, so yes. He's worried. And not entirely okay, but...]

[He didn't necessarily have a plan for what to do other than get there and help. Look for injured. Maybe try to take down whoever is responsible. Simple thoughts that take a bit to string together and born against his own to run and hide. He doesn't have a boss here to tell him what to do, and France would like to think he's more courageous than that.]
[France doesn't know Hitsugaya at all, doesn't know what role he might play in the current situation. He does, however, recognize that Hitsugaya's is injured, and France moves to him quickly, a hand out with a palm up as to try to indicate he's here and benign.]

[After his hit-and-run spree in Celadon, Stitch headed back to Saffron just in time to see the centers being blown to smithereens. He has been crawling around the rooftops, looking for unfortunate and panic-stricken passerby and haphazardly attacking them, be it with his newly gained Pokémon attacks or simple, brute force.]
[He laughs when the he sees the explosion, positioned on a rooftop at a reasonable distance. He doesn't stop laughing when he attacks the passerbys, leaping from the ground to the rooftops back to the ground again like he's The Incredible Hulk.]
[He's approaching the smoking remains of the Center, lashing out both left and right among the panic and he doesn't stop to pause not even once. Not until he spots Hitsugaya, currently not looking Stitch's way.]
[Not being a fan of subtlety, Stitch leaps towards him with a loud Roar, 50 kilograms of mutated half-human Normal-type coming his way unless he reacts fast.]

The bad news, head trauma and dizziness make for a terrible mix when it comes to getting away, and he has no one around to help even though he somehow manages to get to his feet and glare Stitch down. What the hell are you, man? Certainly something that sends all the nurses and passerby screaming and running for any trainers in the area...many of whom seem far too stunned to do anything. Oh dear.]

[He stands up, still not doing all that well in the height department. The raging Pokémon DNA didn't alter his height at all, so he still stands pretty short. But being a monster of mass destruction (and finally capable to stay true to his genetic coding in this world) he can't help but attempt to look menacing. He's probably doing a pretty good job, unnatural muscles and long, sharp claws surely helping in that matter.]
[He gnashes his teeth and laughs, each step he takes towards Hitsugaya is heavy and deliberate.]

Which is precisely why he's standing his ground. If Stitch attacks, he's screwed anyway considering bolting away isn't really an option and exposing his back to such an obvious threat is also a bad idea. Those claws would tear him to shreds if he tries, so there's nothing he can do but hold position and not show his fear.
Not that he's afraid. Hardly. He's not afraid at all! ...okay maybe a little. Stitch is pretty menacing.]

[Stitch's voice is uncharacteristically deep and growly, almost like the typical demonic voice you sometimes hear in movies.]
[He stops at a respectable distance, assuming a pose worthy of the phrase 'Come at me bro'. The white fur on his shoulders and back is bristling, his teeth bared in a grin made of sadistic glee, and it's easy to see he has a hard time staying in place. He's twitching by the held back energy and adrenaline, ready to explode into violence at any given moment.]
